I think it's more of a question of flanking. Flanking/support bonus is weaker as the units get more powerful in Civ6 ... it's just flat +2 combat strength per tile surrounding the target unit (as opposed to Civ5, where it scaled up by percentage - 10%/15% bonus to combat strength of the attacking unit) No.

Is it worth it to form/train corps/armies or their naval equivalents, fleets/armadas? It doesn't seem like the increase in combat strength is anywhere close to two separate units. The health bonus seems fairly substantial, but still, I feel like having more attacks is more beneficial than having more defense.

You'll tend to get 1v1 or 2v2 fights which greatly favour fleets over non-combined units. Fleets should also perform better against cities - you can only attack a city so many times a turn before you run out of angles, so having stronger units gives you a better shot at taking it sooner.

Another advantage to Fleets and Armadas is that their maintenance cost is not much higher than for normal units of the same type. This makes it worthwhile forming these advanced formations from a purely economical standpoint: you spend less Gold for maintaining a formation which consists of less units of greater individual strength.

The civ6 wiki says in kind of a confusing way that an army might be a 20% boost in a unit's combat strength (before or after modifiers, I don't know). A corps or fleet is somewhat less than that - maybe 10%? Not sure, don't have numbers yet.
